
Many years ago few like minded prominent citizens of India suggest to modify the existing system of legislature and cabinet and alternatively few prefer presidential form of government. Former President Venkataraman was also keen to that change,but in course of time it was not came to force as our parliamentarians were not ready for that change in system. Perhaps even today they are not ready for the hidden reasons which one has to assume between lines. There is chaos and deadlock in the parliament over the issue of JPC demand and Spectrum allocation. Winter session in the parliament was historical in the many sense. Its not flattering but a great humiliation for the largest democratic republic nation which has glorified history in pre-ancient period as confederation of republics when the world was not even opened up. Churchill said that democracy is the worst form of government except all the others that have been tried. His asumption days may come near in present context in India.
This winter session was scheduled 138 hours of business in 23 sittings. But parliament sat for only 7.3 hours, which means only a pathetic 5.5 percent of the allotted time in loka sabha. The logjam led to a loss of Rs.7.8 crore a day to the national exchequer, which translates into Rs.1.3 crore per hour as each sitting is of six hours each day. That means nearly Rs.172 crore of the Indian tax payer’s money went down the drain. It passed merely 17 bills with no discussion & voted with simple majority. One can imagine the clarity of the bills which have passed just like that without peeping inside. The loser is common man as he is the one who has to baffle.
Makers of our constitution had a great vision and it was not a mere single man work as present misnomer but it is a collective work . Despite of taking things from existed constitution of those times many great visionaries in constituent assembly contributed to our constitution. Alladi Krishna Swami Ayyangar, Ramaswamy, K S Hegde, Rajaji, K M Munshi, Sardar Patel, P Sitaramaiyya, J B Kripalani,Prof N C Ranga,T T Krishnamachari, S Radhakrishnan, Malavankar, Nijalingappa, S K Patil, Shyam Prakash Mukarjee, Nehru and others to quote. Many of them were eminent jurist , lawyers, educationist and more ever freedom fighters.It was we the people of India who adopt, enact and gave to ourselves this constitution. On 26th November 1949 during adaptation session , Rajendra Prasad, in his concluding speech said:" If the people who are elected are capable and men of character and integrity , they would be able to make the best even of a defective constitution. If they lacking in these , the constitution cannot help the country. After all , a constitution like a machine is a lifeless thing. It acquires life because of men who control it and operate it and India needs today nothing more than a set of honest men who will have interst of the nation before them..........It requires men of vision , men of strong charecter, men who will not sacrifice the interest of the country ant large for the sake of smaller groups and areas and who will rise over the prejudices which are born of these differences. We can only hope that the country will throw up such men in abundance."
Let us ponder over our prime responsibility as the citizens of India.Do we find above said character in our elected representatives ? If yes , then do they have an opportunity to express and override the existing one ? Do we think about nation before voting to choose the right representative for legislation body or simply vote among the contestants who we feels better ?
Do we ever think about capabilities of representatives who vote for us in the enactment of laws and in decision making for us ?
As a world's largest democratic republic we never asked accountability on our representative, so we have representatives without responsibility who logjams the parliament for minor interests neglecting the major. Just peep into laws and ordinances, in which many of them are outdated and irrelevant to present context, of red tape procedural which seeks titanic time and many others. Irresponsibility and unaccountability of representatives is main cause for this blunder in the society. It is necessary to make them responsible and accountable despite of mere elections and thereof. One can comment blindly on lacunae if he has no responsibility, and other with responsibility and accountability will work better and wiser for the public at large. One of my ally merely comments on other and think that he is wiser than others because he thinks. He finds negativity in all and positivity in none. It is his state of mind which counter reacts to situations.
If we consider role of media in democratic republic , it some time works for good and sometimes for bad so one should not relay on that organ. As the people at large, they too some times misguided by media and mere incomplete biased information. Therefore it is necessary to choose the better one for the rest of us. Money,Power , Lobbying, Minor interests , Separatist movements, comes and goes. But the intrest of nation as the whole remains constant and it is for that interest of nation one has to vote siding other regional or local interests. Now a days in the coalition era, many regional interest dominates over the nation at large which is pathetic. This attitude has to remove and has to think as the whole nation. If nation is prospers, then every individual prospers. There is no individuality without nationality. Great men would recognize the sovereignty of what is right; sadly societies are not usually ruled by great men, but small ones ,whom circumstance have brought into position of power. That is a tragic characteristic of our democracy of these days. We finds many who feels more good than doing right. Speaking the truth has become a way of avoiding reality for irresponsible ones without doing work of their part.
No other nation has greatest as us in human resource which has fortunately not properly using to the mark and in under development. It is in our hands to choose the above said virtues person ,may be with one if we not find many.
We the youngest & largest voters in the largest democratic republic of the world has to retrospect and need to think n act for our days and further.On this occasion of National Voter's day of 25th January 2011,let us pledge for our days , for the goodness & prosperity of our nation, the land of sacrifice & great civilization... Mother Bharat.
